Libya has approached the International Telecommunication Union (ITU) for assistance in modernising the ICT infrastructure in Libya.The Deputy Minister for Communications and Informatics, Mohamad Benrasali , said the sector posed both opportunities and challenges but that the master plan would focus on establishing a regulatory framework to encourage investment in developing the ICT sector and re-building infrastructure. The Libyan government plans to complete the project in two years.
